  Charles agrees with me that Charlie doesn’t know the real meaning of the “Bush Doctrine.” And Charles should know; he coined the term: Charlie Gibson’s Gaffe.

  The New York Times got it wrong. And Charlie Gibson got it wrong.

  There is no single meaning of the Bush doctrine. In fact, there have been four distinct meanings, each one succeeding another over the eight years of this administration — and the one Charlie Gibson cited is not the one in common usage today. It is utterly different.

  He asked Palin, “Do you agree with the Bush doctrine?” She responded, quite sensibly to a question that is ambiguous, “In what respect, Charlie?”

  Sensing his “gotcha” moment, Gibson refused to tell her. After making her fish for the answer, Gibson grudgingly explained to the moose-hunting rube that the Bush doctrine “is that we have the right of anticipatory self-defense.”

  Wrong.

  I know something about the subject because, as the Wikipedia entry on the Bush doctrine notes, I was the first to use the term. In the cover essay of the June 4, 2001, issue of the Weekly Standard entitled, “The Bush Doctrine: ABM, Kyoto, and the New American Unilateralism,” I suggested that the Bush administration policies of unilaterally withdrawing from the ABM treaty and rejecting the Kyoto protocol, together with others, amounted to a radical change in foreign policy that should be called the Bush doctrine.

  Then came 9/11, and that notion was immediately superseded by the advent of the war on terror. In his address to the joint session of Congress nine days after 9/11, President Bush declared: “Either you are with us or you are with the terrorists. From this day forward any nation that continues to harbor or support terrorism will be regarded by the United States as a hostile regime.” This “with us or against us” policy regarding terror — first deployed against Pakistan when Secretary of State Colin Powell gave President Musharraf that seven-point ultimatum to end support for the Taliban and support our attack on Afghanistan — became the essence of the Bush doctrine.

  Until Iraq. A year later, when the Iraq war was looming, Bush offered his major justification by enunciating a doctrine of preemptive war. This is the one Charlie Gibson thinks is the Bush doctrine.

  It’s not.

  OK, iPhone geeks — there’s a software update hot off the Apple presses that’s supposed to address some of the problems you’ve been complaining about: Apple - iPhone - Software Update.

  Better connectivity, fewer dropped calls, better battery life, faster backups and faster app installation are the claims. I haven’t thoroughly tested all of that, but first impressions: immediately after installing I do notice that backing up is much faster, and I seem to have four bars in areas where there were previously two. Not sure yet whether it improves 3G connectivity.

  UPDATE at 9/12/08 6:11:11 pm:

  Good news — in one of the places where I’ve had consistently poor 3G connectivity since I got the iPhone, I now have a flawless 3G hookup that can even download the videos in AP’s Mobile News app very quickly. Looks like a score (not a fail) this time.

  Tech Note: Vista Login Problem?

  Several readers have emailed lately to say they’re having problems with the login form, using Windows Vista and Internet Explorer 7. I don’t have Vista installed here yet (still using XP - OEM copy of Vista on the way, though), so I’m opening a thread for comments to discuss the issue. I know that many people using Vista are not having problems, so I suspect there’s a fix somewhere in one of those confusing IE7 settings dialogs.

  Image of the Week: North Korean Missile Test Facility

  NORTH KOREAN MISSILE TEST FACILITY
  The image above depicts a North Korean missile test facility as it appeared on 19 September 2006. Recent open source reporting claims that this site is intended to be a missile facility designed to test long-range missiles, potentially including ICBMs. This facility would seem to be a far more robust and capable facility than the previous Taepo-dong test facility on the eastern coast of North Korea. Two major facilities are present: a missile assembly area and launch pad to the northwest, and a rocket motor test pad to the southeast. The presence of the rocket motor test pad lends credibility to the description of this site as a test facility. Any operational launch facility would likely not contain such robust and intricate testing facilities, and an operational ICBM field would also likely not be placed so close to the coastline and in open view of intelligence gathering platforms. North Korea is highly involved in denial and deception efforts, and any operational launch area would likely be concealed using such efforts. North Korea's liquid fueled long-range missiles would have to be erected on the launch pad and then fueled for launch, a lengthy process which would be easily monitored by intelligence organizations, negating the facility's ability to provide a location for a credible attack on the United States.
  
  Analyst John Pike has been quoted by the Associated Press as stating that "they have the intention to develop the capability to perfect a missile to deliver atomic bombs to the United States." There is no evidence to suggest at this time that this new facility is designed to service ICBMs exclusively, and the recent discussions over the Yongbyon reactor complex do indicate that North Korea may be willing to finally curtail its nuclear weapons program. Given that information, this facility would be best described as simply a test facility designed to aid in the development of long range weapons. Claiming that the facility represents a desire to strike at the United States with nuclear arms would appear at this juncture to be premature.

  So Benji, the dude crazy enough to move to an area that can only be referred to as “what war zone?” has gone out all and visited an area that could be called “what hurricane?” and he is reporting kinda live from good ole Houston, Texas. He’s got me in stitches with his reporting on events such as “And on that note, I can’t get too scared about a Hurricane named Ike. Call it Hurricane Iran and see what happens. We all seem to get out of bed with a country named Iran nearby. But give her 100+ winds and watch us evacuate.”

  But he should note that should he manage to survive hurricane Ike, I intend to beat him with a blunt object because he is eating cheez-its! If he had his hot little hands on cheetos, I might be considering homicide. Oy, cheetos, how could I have forgotten how much I love cheetos!? Crunchy cheetos, puffy cheetos!! On the other hand, the faux and scary-looking container of hummus he’s got his hands on from an American grocery store (ok, we need to take a quick break here people to sigh for a moment in bliss at the thought of an American-style grocery store) is probably guaranteed to do at least his taste-bud in so maybe I should let him off the hook.

  I’ve hunkered down myself in hurricane sympathy watching the non-stop action via the link I talked about below (ok, so here it is again –hurricane in octiplex theater) and I’ve had to stock up on goods in sympathy. Yeah, I’ve got real hummus here, along with pizza, nuts of many varieties, Dr. Pepper AND Dr. Brown’s cream soda and rootbeer (muha ha ha), and other sundry items. Not to mention electricity.

  Oh and yeah, remember those stooooopid people who decided to ride out the hurricane? Well, now they are calling on helicopters to come and rescue them because they can’t get out because of the flooding. Helicopter pilots are now risking their lives trying to airlift 150 people who’ve called for help…3 or 4 at a time. Smart. Real swift. IDIOTS.
